The Commission shall adopt regulations which set forth standards of performance for: 1. Storage tanks brought into use on or after the effective date of such standards. The standards must address the: (a) Design; (b) Construction; (c) Installation; and (d) Compatibility of components, of storage tanks and systems for the detection of releases from storage tanks. 2. Maintenance and keeping records of: (a) Systems for the detection of releases from storage tanks; (b) Systems for the testing of storage tanks; (c) Systems for the monitoring of inventory of storage tanks; and (d) Other systems designed to identify releases from storage tanks.
