Except as otherwise provided in NRS 482.2912 or required by federal law, before transporting a hazardous material upon a public highway of this State, a motor carrier shall register with and obtain a permit for the transportation of hazardous materials: 1. From the Department; or 2. If the motor carrier has designated another participating state as its base state pursuant to the uniform program, from the base state.
