It is unlawful for any person to transport hazardous waste: 1. Without a manifest that complies with regulations adopted by the Commission; 2. That does not conform to the description of the waste specified in the manifest; 3. In a manner that does not conform to the manner of shipment described in the manifest; or 4. To a facility that has not been authorized by the Commission to accept the hazardous waste described in the manifest in accordance with the regulations adopted pursuant to NRS 459.485 and 459.490 .
