The purposes of NRS 459.400 to 459.600 , inclusive, are to: 1. Protect human health, public safety and the environment from the effects of improper, inadequate or unsound management of hazardous waste; 2. Establish a program for regulation of the management of hazardous waste; 3. Ensure safe and adequate management of hazardous waste; and 4. Conserve resources of material and energy through the recycling or recovery of hazardous waste.
