Before a license for the processing or extraction of ores primarily for obtaining their content of source material and disposing of by-product material is issued, the Division of Public and Behavioral Health of the Department of Human Services shall: 1. Hold a hearing. 2. Provide a written analysis of the effect of the activity on the environment which must include: (a) An assessment of the radiological and nonradiological effects on the public health; (b) An assessment of any effect on any waterway and groundwater; (c) A summary of any alternatives to the activity being considered; and (d) A summary of the long-term effect of the activity.
