Hearings; written decisions

1. In any proceeding under NRS 459.010 to 459.290 , inclusive, for the granting,
amending, suspension or revocation of any license, or for determining
compliance with, or granting exceptions to, regulations adopted in accordance
with NRS 459.010 to 459.290 , inclusive, the State Board of
Health shall afford an opportunity for a hearing on the record upon the request
of any person whose interest may be affected by such proceeding, and shall
admit any such person as a party to such proceeding.
2. The Board shall render a written
decision at the conclusion of every hearing, and the record and decision in
every hearing shall be available for inspection by any interested person.
