Money in the State Public Health Facilities Construction Assistance Fund must be allocated and paid to construction projects on the basis of relative need in accordance with the need identified in the state health plan and in accordance with a ratio between state money and federal money determined by the Authority. In no event may the amount of state assistance made available or paid out for a project exceed the amount supplied by the sponsor of the project.
