For each health care facility which is located in a county whose population is 100,000 or more and which is licensed to have more than 70 beds, the Division shall: 1. Ensure the general compliance of the health care facility with the provisions of NRS 449.241 to 449.2428 , inclusive, including, without limitation, those provisions relating to documented staffing plans and written policies adopted pursuant to NRS 449.2423 ; and 2. Adopt such regulations as are necessary or appropriate to carry out the provisions of this section.
