Nevada Code § 449.165

Administrative sanctions: Regulations of Board

The Board shall adopt regulations establishing
the criteria for the imposition of each sanction prescribed by NRS 449.163 . These regulations must:
1. Prescribe the circumstances and manner
in which each sanction applies;
2. Minimize the time between
identification of a violation and the imposition of a sanction;
3. Provide for the imposition of
incrementally more severe sanctions for repeated or uncorrected violations;
4. Provide for less severe sanctions for
lesser violations of applicable state statutes, conditions, standards or
regulations; and
5. Establish an administrative penalty to
be imposed if a violation by a medical facility, facility for the dependent or
a facility which is required by the regulations adopted by the Board pursuant
to NRS 449.0303 to be licensed causes
harm or the risk of harm to more than one person.
