1. The governing body of any municipality may contract for the lease or purchase of land, facilities, vehicles, machinery or any other thing necessary to the installation or operation of a solid waste management system. 2. The authority provided for in subsection 1 may also be exercised in combination with another person or governing body of a municipality.
