Solid waste management authority means: 1. Except as otherwise provided in subsection 2, the district board of health of a health district if the district board of health is designated pursuant to NRS 444.503 to carry out the provisions or limited provisions of NRS 444.440 to 444.620 , inclusive, and any regulations adopted pursuant thereto. 2. In all other areas of the State and pursuant to NRS 704.7318 , at any site previously used for the production of electricity from a coal-fired electric generating plant in this State, the Division of Environmental Protection of the State Department of Conservation and Natural Resources.
