Neither voluntary admission nor judicial commitment nor any other procedure provided in this chapter may be construed as depriving a person with an intellectual disability or a person with a developmental disability of the persons full civil and legal rights by any method other than a separate judicial proceeding resulting in a determination of incapacity wherein the civil and legal rights forfeited and the legal disabilities imposed are specifically stated.
