1. The State Board of Health shall adopt
regulations:
(a) For the care and treatment of persons with
mental illness, persons with substance use disorders or persons with
co-occurring disorders by all state agencies and facilities, and their referral
to private facilities, including, without limitation, regulations governing the
procedure for the involuntary administration of medication to persons with
mental illness;
(b) To ensure continuity in the care and
treatment provided to persons with mental illness, persons with substance use
disorders or persons with co-occurring disorders in this State; and
(c) Necessary for the proper and efficient
operation of the facilities of the Division.
2. The State Board of Health may adopt regulations
to promote programs relating to mental health, substance use disorders and
co-occurring disorders.
