1. The Department may enter into a contract with a person for the provision of shelter and care to children who are placed in the custody of an agency which provides child welfare services. 2. The Department may not enter into a contract pursuant to this section unless it is satisfied that the person is qualified and has the necessary facilities and money to provide adequate shelter and care to the children. 3. The Department shall adopt such regulations as are necessary to ensure that the person provides adequate shelter and care for the children placed in the care of the person. 4. The person shall comply with all regulations adopted pursuant to this section.
