Notwithstanding any other provision of this chapter, the Authority shall not, pursuant to this chapter, deny, reduce, discontinue or terminate benefits under Medicaid or insurance under the Childrens Health Insurance Program in violation of any requirement of federal law or condition to the receipt of federal money.
