The Administrator: 1. May, subject to the approval of the Director, establish, consolidate and abolish sections within the Division as necessary to operate the programs for which the Division is responsible more efficiently and effectively. 2. Shall organize the Division to comply with the requirements of this chapter and with the standards required by federal legislation, subject to approval by the Director. 3. Shall appoint the heads of the sections of the Division. 4. May employ such assistants and employees as may be necessary for the efficient operation of the Division. 5. Shall set standards of service.
