A person who claims to be entitled to the benefits of the provisions of 38 U.S.C. 2021 to 2026, inclusive, may apply for the assistance of the district attorney for the county in which the claimants employer maintains a place of business. The district attorney, if reasonably satisfied that the person applying is entitled to the benefits, shall appear and act as attorney for that person in the amicable adjustment of the claim, or in the: 1. Filing of any motion, petition or other appropriate pleading; and 2. Prosecution thereof to require specific compliance by the employer with the provisions of 38 U.S.C. 2021 to 2026, inclusive.
