Unzoned commercial or industrial area defined

Unzoned commercial or industrial area means
an area which, although not zoned by authority of state or local law, ordinance
or regulation, is actually used for commercial or industrial purposes as
determined and defined by criteria embodied in the written agreement between
the Secretary of Transportation and the Board.
