Just compensation shall be paid by the Department to the owners of junkyards which must be relocated, removed or disposed of pursuant to NRS 410.095 to 410.210 , inclusive, and which fall into the following categories: 1. Those lawfully in existence on April 15, 1971; and 2. Those lawfully established on or after April 15, 1971.
