When the board of trustees of a school district has twice followed the procedure for notice calling for bids for the construction, repair or alteration of or an addition to a school building, as provided in chapter 332 of NRS, if no satisfactory bid is received, the board may receive proposals, and enter into a contract on the basis of such proposals, on a cost-plus-a-fee basis, without further notice calling for bids.
