1. Meetings of the Commission shall be held at such times and places as the Chair or a majority of the commissioners may designate, or as shall be established by the regulations adopted by the Commission. 2. Five members of the Commission shall constitute a quorum for all purposes and the affirmative vote of a majority of the members present shall be necessary for the adoption or promulgation of any regulation or order of the Commission.
