1. The Chief shall have 4 years of responsible experience and education in accounting, public budget administration, governmental research, or in a related position involving administrative or financial responsibility, or any equivalent combination of experience or training. 2. The Chief shall be selected with special reference to his or her training, experience, capacity and interest in the activities embraced within NRS 353.150 to 353.246 , inclusive. The Chiefs knowledge and abilities should include the following: (a) A comprehensive knowledge of the principles and practices of public budgeting and governmental accounting, and a working knowledge of statistical methods. (b) An extensive knowledge of the organization and operations of state departments, agencies and institutions, and of statutes and regulations governing state budgeting and accounting. (c) An extensive knowledge of principles of public organization and administration. (d) Administrative ability in the direction of staff analyses of state budgetary and other operations, and in the maintenance of effective working relationships with all state officials concerned with budget administration. (e) The ability to organize and present clearly oral and written reports of findings and recommendations.
