1. The powers conferred by this chapter shall be in addition and supplemental to and not in substitution for the power conferred by any other law. The power of eminent domain may be exercised hereunder notwithstanding that any other law may provide for the exercise of the power for like purposes and without regard to the requirements, restrictions or procedural provisions contained in any other law. 2. Procedure hereunder, which is not prescribed herein, shall be that which is otherwise prescribed by the law of the state.
