Nevada Code § 334.020

Purchase of supplies or services for state boards or commissions by officers or employees; limitations; allowance of claims

1. Except as otherwise provided in
subsection 2, no officer or employee of the State shall purchase on the credit
of the State any article of supplies, goods, wares or merchandise or obtain any
services to be rendered by any person for the State, except by express
permission and written authority previously obtained from the board or
commission, or a majority of the members thereof, having control and
supervision of the department or office for which such purchase is made or the
services are rendered.
2. The provisions of subsection 1 shall
not apply where such officer or employee has specific authority to purchase or
obtain services conferred upon him or her by statute.
3. The State Board of Examiners shall not
allow nor shall the State Treasurer pay any claim of any person for goods sold
or services rendered unless the same were sold or rendered in accordance with
the provisions of this section.
