1. The Board shall designate from among its voting members a Chair and a Vice Chair. The Vice Chair presides in the absence of the Chair. 2. The Board shall adopt rules for its own management. 3. A majority of the voting members of the Board constitutes a quorum for the transaction of business. 4. The Board shall meet at such times and places as are specified by the Chair, but may not hold more than four meetings in any 1 year. 5. Members of the Board shall serve without compensation, travel expenses or subsistence allowances except as they may be provided by the members respective agencies and organizations.
