The State Land Registrar may waive a fee for the issuance of any permit, license or other authorization for the use of state land: 1. To protect or promote the public health or safety; or 2. For a short term, if the use: (a) Is not conducted primarily for profit; and (b) Is conducted in such a manner as to cause no essential change in or damage to the state land.
