Pier means a fixed or floating platform or other structure, other than a boat house or deck, which: 1. Extends into or over a navigable body of water; 2. Is attached to pillars, piles, rocks or metal or is anchored to the bottom of the body of water; and 3. Affords convenient passage to and from vessels or provides a mooring for vessels.
