Mooring buoy defined

Mooring
buoy means a float:
1. Which is anchored to the bed of a
navigable body of water; and
2. To which a vessel is fastened through
the use of cables, lines, ropes or anchors for the purpose of maintaining the
vessel in a stationary position in the water.
