After the submission of the petition to the county or city clerk for verification pursuant to NRS 295.250 to 295.290 , inclusive, the petition must not be handled by any person other than an employee of the office of the county or city clerk until the county or city clerk has attached a certificate to the petition pursuant to NRS 295.270 .
