If the spouse or a dependent of an elector referred to in NRS 293.553 is an elector of this State but has not been registered, or his or her registration has been cancelled, and such spouse or dependent of the elector is required, by reason of the electors being in the service of the United States, to reside beyond the boundaries of this State, such spouse or dependent may register in the manner provided by NRS 293.553 .
