The county clerk shall establish at least one polling place for a precinct in any residential development exclusively for elderly persons if: 1. More than 100 of the residents of the development are registered to vote; 2. There is a common area which is adequate and available; and 3. The owner of the development consents to the establishment of the polling place on the property.
