Regular votes means the votes cast by registered voters, except votes cast by: 1. A mail ballot; 2. A provisional ballot pursuant to NRS 293.3078 to 293.3086 , inclusive; or 3. A provisional ballot pursuant to NRS 293.5772 to 293.5887 , inclusive.
