Nevada Code § 288.400

Legislative findings and declarations

1. The Legislature hereby finds and
declares that there is a great need to:
(a) Promote orderly and constructive relations
between the State and its employees; and
(b) Increase the efficiency of the Executive
Department of State Government.
2. It is therefore within the public
interest that the Legislature enact provisions:
(a) Granting certain state employees the right to
associate with others in organizing and choosing representatives for the
purpose of engaging in collective bargaining;
(b) Requiring the State to recognize and
negotiate wages, hours and other terms and conditions of employment with labor
organizations that represent state employees and to enter into written
agreements evidencing the result of collective bargaining; and
(c) Establishing standards and procedures that
protect the rights of employees, the Executive Department and the people of the
State.
