1. Whenever there are urgent reasons for filling a vacancy in any position in the classified service, an appointing authority may issue a provisional permit or certify a suitable person to fill the vacancy provisionally only until a selection and appointment can be made after competitive evaluation. 2. No person may receive more than one provisional appointment or serve more than 6 months in any 12-month period as a provisional appointee. 3. A provisional appointee must meet the minimum qualifications established for the position in the master classification plan.
