Issuance of warrants

1. If the county auditor or comptroller
refuses to allow the payment of any demand, the demand must be presented to the
committee with the refusal of the county auditor or comptroller endorsed
thereupon and his or her reasons for the refusal.
2. If the committee, by a unanimous vote
of all its members orders the issuance of a warrant in such a case, the county
auditor or comptroller shall immediately issue the warrant upon service upon
him or her of a copy of the committees order on which the secretary of the
committee has certified that all its members voted for its passage; otherwise,
the demand must be declared rejected, and no warrant may thereupon issue.
3. If the county auditor or comptroller
allows such a demand in part, a warrant may be issued only for that part unless
the committee allows a greater sum by a unanimous vote of its members.
4. No warrant may be drawn by the county
auditor or comptroller on a departments fund, unless there is sufficient money
in the fund to pay the warrant. Any warrant drawn contrary to the provisions of
this subsection is void.
