Nevada Code § 280.150

Quorum; voting

1. A majority of the committee is a quorum
for the transaction of business if it includes at least one representative from
each participating political subdivision.
2. Except as otherwise provided in this
chapter, when a vote of the committee is required to transact business, the
vote is a majority of the quorum present and voting on the matter in question.
