Regional planning districts: Formation and functions

1. The formation of regional planning
districts is authorized and a regional planning commission may be created, in
accordance with the provisions of NRS
278.010 to 278.630 , inclusive, in
lieu of separate city or county planning commissions as may be required or
authorized by NRS 278.010 to 278.630 , inclusive.
2. Regional planning districts shall
consist of a portion of a political subdivision, two or more contiguous
political subdivisions or contiguous portions of two or more political
subdivisions.
3. All territory embraced within a
regional planning district shall be contiguous, except where the regional
district is composed of two or more municipalities such territories need not be
contiguous.
4. In a regional planning district, a
regional planning commission shall function in all respects in accordance with
the provisions of NRS 278.010 to 278.630 , inclusive, except that the plans
of the regional planning commission shall coordinate the plans of any city or
county planning commission within the region.
5. Reports required by NRS 278.010 to 278.630 , inclusive, to be made to a
governing body of a city or a county shall be made to the governing body of
each city or county within the region, and the procedure set forth in NRS 278.010 to 278.630 , inclusive, for action with respect
to maps or subdivisions shall not be followed by the regional planning
commission for subdivisions which lie within any territory in which there
exists a functioning county or city planning commission.
