When a specially benefited zone is designated and approved under this chapter, the governing body of the designating municipality may: 1. Apply with the United States Department of Commerce to have the specially benefited zone declared to be a free trade zone. 2. When any federal legislation concerning specially benefited zones is enacted or becomes effective, prepare and submit, with the assistance of the Administrator and in a timely fashion, all information and forms necessary to permit the specially benefited zone designated and approved under this chapter to be considered as an eligible area under the federal program. 3. Apply for all available assistance from the federal, state, and in the case of a city, the county government, including the suspension or modification of their regulations within the specially benefited zone that have the characteristics described in subsection 1 of NRS 274.110 . 4. Develop and carry out a program to improve police protection within the zone. 5. Give priority to the use in the zone of any federal assistance for urban development or job training. 6. By ordinance adopt regulations for qualifying employers for the benefits authorized specifically for qualified businesses under this chapter and NRS 374.643 .
