Energy efficiency improvement project defined

Energy efficiency improvement project means
the installation or modification of one or more energy efficiency improvements
and incidentals which are necessary, useful or desirable for any such
improvements and which installation or modification has a useful life, as
estimated by a governing body, of not less than 10 years.
