Formation of town when certain services required by law

1. The boards of county commissioners of
the various counties in this State may enact ordinances to provide for and
regulate the formation of unincorporated towns if specific unincorporated
county areas are directed by federal or state law to administer one or more of
the services enumerated in subsection 2.
2. The services to be provided include,
but are not limited to, solid waste disposal and compliance with federal water
or air quality standards.
3. Any such ordinance must contain a clear
designation of the boundaries of the unincorporated town, a listing of services
to be provided and the number of members to be on the town advisory board.
