Nevada Code § 269.175

Power to license, regulate or suppress certain businesses

Except as otherwise provided in NRS 576.128 , the boards of county
commissioners may in any unincorporated town in their respective counties
license, tax, regulate, prohibit and suppress all tippling houses, dramshops,
public card tables, raffles, hawkers, peddlers, pawnbrokers, gambling houses,
disorderly houses and houses of ill fame.
