Nevada Code § 269.105

Expenses and salaries paid from general fund; form and payment of warrants; chair of county commissioners to examine books and make report; reports to town boards

1. All salaries of officers mentioned in
this chapter and all expenses incurred in carrying on any government herein
provided for shall be paid out of the general fund of the town or city, to the
affairs of which the government relates.
2. All claims for such salaries and
expenses shall be presented to the town board or board of county commissioners,
who shall consider and allow or reject the same, in whole or in part, and a
record of their action shall be entered upon their minutes.
3. If allowed in whole or in part by a
majority vote of all the members composing the town board or board of county
commissioners, the clerk thereof shall certify the claims to the county
auditor, who shall thereupon issue a warrant to the holder, substantially in
the following form:

dollars, for (stating in general terms the nature of the claim), and charge the
same to the general fund of the (town or city of) ................

The county auditor shall appropriately fill all blanks.
4. Upon presentation of any warrant, the
county treasurer shall immediately pay the same if there is money in his or her
hands sufficient therefor belonging to the fund upon which it is drawn; but, if
there is not, the county treasurer shall endorse on the warrant, Not paid for
want of funds, adding thereto the date of the endorsement and signing his or
her name officially to the same; and thereafter the county treasurer shall pay
the warrant out of the first money applicable thereto coming into his or her
hands.
5. Before 12 m. on the 1st Monday in each
month, the county treasurer shall post a notice in a conspicuous place in his
or her office, showing the number and amount of each outstanding warrant, if
any, which there is money in the treasury to pay.
6. On paying any warrant, the county
treasurer shall write across the face thereof, in red ink, Paid, with the
date of payment, and sign his or her name officially thereto, and the warrant,
thus cancelled, shall be a sufficient voucher for the county treasurer for the
official settlement, which settlement shall be made in time and manner as
provided for settlement for county funds.
7. The chair of the board of county
commissioners shall, in addition to such settlement, once a month examine the
books and vouchers of the county treasurer concerning the state of the finances
in the hands of the county treasurer, as mentioned in this chapter, and report
the result to the board, which report shall be spread upon the minutes of the
board. Such report shall be delivered to the town boards, if any, created
pursuant to NRS 269.0165 and NRS 269.017 to 269.019 , inclusive. Such town boards shall
have access, at all reasonable times, to the books and vouchers of the county
treasurer which relate to the respective towns.
