As used in NRS 268.810 to 268.823 , inclusive, unless the context otherwise requires: 1. Governing body means the governing body of a city whose population is 500,000 or more. 2. Operating entity means a public operating entity of a pedestrian mall or a private operating entity with whom a governing body has contracted for the acquisition, construction, improvement, operation, management or maintenance of a pedestrian mall, or any combination thereof. 3. Pedestrian mall means an area including portions of one or more streets or alleys that has been set aside for use primarily by pedestrians and to which access by motor vehicles is prohibited or restricted. The term includes all improvements and appurtenances thereto that are designed to be used primarily for the movement, safety, convenience, enjoyment, entertainment, recreation or relaxation of pedestrians. 4. Redevelopment agency means a governmental entity created pursuant to chapter 279 of NRS or a legislative body which has elected to exercise the powers granted to an agency under that chapter.
