The commission shall have the following powers and duties: 1. Except as otherwise provided in NRS 268.6257 , to review and approve or disapprove, with or without amendment, wholly, partially or conditionally, proposals for the annexation of territory to cities within the county. 2. To adopt procedures for the evaluation of proposals for the annexation of territory to cities within the county.
