Commission means a city annexation commission or, for the purposes of NRS 268.630 to 268.671 , inclusive, in counties where no city annexation commission exists, the board of county commissioners, or in Carson City, the board of supervisors or, in a county which has entered an interlocal agreement pursuant to subsection 2 of NRS 268.626 , the regional planning commission.
