The charter and all ordinances, rules, resolutions or other regulations of an incorporated city shall be received as prima facie evidence in all courts without pleading the contents thereof. Such charter, ordinances, rules, resolutions or other regulations may be pleaded by title only and may be proved by introduction of: 1. The original entry thereof on the records of the city council or other governing body. 2. A copy of such original entry certified by the city clerk. 3. A printed copy published or purported to have been published by authority of the city council or other governing body.
