Sale of system: Advertisement; sealed bids

If the resolution adopted proposes to sell the
electric light and power system, and a majority of the ballots cast favors such
sale, the city council shall advertise the sale of such electric light and
power system by notice published at least once a week for 5 consecutive weeks
by five weekly insertions a week apart in a newspaper published within the
county and having a general circulation in the city. The notice shall require
sealed bids, to be accompanied by a certified check for at least 5 percent of
the sum bid for the purchase, to be deposited with the city clerk on or before
the date stated in the notice. No bids shall be accepted by the city council
for a sum less than the amount of the appraisement of the electric light and
power system. The council may reject any and all bids.
