In awarding individual medical scholarships, the board of county commissioners may: 1. Require applicants to obtain a prior review of their qualifications and approval thereof by the board of hospital trustees of the public hospital in the county or of a designated public hospital. 2. Give preference to applicants whose residence and personal ties in the local community indicate the likelihood of a return to permanent residency and practice in the community. 3. Determine the amount and duration of payments and other matters involved in scholarship grants. 4. Contract with the recipient concerning the terms of any repayment of moneys awarded.
