Using agency means: 1. A state agency or elected state officer who is required to use the services and equipment of the Office pursuant to subsection 1 of NRS 242.131 . 2. Any other state agency or local governmental agency that has negotiated with the Office for its services or equipment pursuant to subsection 2 of NRS 242.131 .
