Duties as ex officio State Fiscal Officer; regulations

1. The State Controller is ex officio
State Fiscal Officer. In addition to the duties now prescribed for the ex
officio office, and as a part thereof, the State Controller shall serve as a State
Fiscal Officer for the Federal Government and compute, withhold and account for
all state payroll deductions and keep or have access to all records in
connection with administration of and compliance with the federal revenue and
income tax laws.
2. In carrying out the provisions of this
section, the State Controller as ex officio State Fiscal Officer may perform
such duties and adopt such regulations as are necessary to comply with the
federal revenue and income tax laws.
